1. Why should you attend a Transport Manager refresher course?

1.1 Are you keeping your professional knowledge current?

Transport Managers have an ongoing responsibility to manage transport operations effectively and continuously. That responsibility does not stop once you have passed your Transport Manager CPC examination.

Rules, guidance and enforcement priorities change. Your operator licence undertakings remain active. Your responsibilities can also extend across drivers, vehicles, maintenance systems, tachograph records, working time, roadworthiness and compliance monitoring.

That is why refresher training is valuable.

The Senior Traffic Commissioner’s Statutory Document 3: Transport Managers explains the importance of keeping your professional knowledge current.

Continuing Professional Development (CPD) is the term used to describe the learning activities professionals engage in to develop and enhance their abilities.

The document also states:

If there has been sometime since CPD was undertaken the starting point for evidence would be for the completion of a 2 day transport manager CPC refresher course.

This means a two-day refresher can provide useful evidence that you are taking ongoing competence seriously. It can also give you a structured opportunity to review your systems before a compliance issue becomes a bigger problem.

There is no need to wait for an infringement, operator licence renewal or Public Inquiry before updating your knowledge. Don’t shoot the messenger: proactive CPD is easier to demonstrate than a last-minute response to a regulatory concern.

1.2 What does Statutory Document 3 mean in practice?

The guidance identifies situations where a Transport Manager may be expected to provide evidence of continuing professional development. These include:

  • When applying for an operator licence after not being specified as a Transport Manager for some time.
  • When your Transport Manager qualification is more than 10 years old.
  • When you are proposed for more than one licence.
  • When an operator licence is being renewed.
  • At a Public Inquiry when continuous and effective management is being considered.

A refresher course is not a substitute for carrying out your day-to-day Transport Manager duties. It is evidence of professional development and a chance to review whether your compliance systems are working as intended.

2. Who is this course for?

2.1 Road Haulage Transport Managers

This course is suitable if you manage an HGV or LGV operation. You will have the opportunity to review important areas such as:

  • Operator licensing responsibilities and undertakings.
  • Drivers’ hours and working time.
  • Tachograph records and infringement management.
  • Driver licensing and Driver CPC requirements.
  • Vehicle maintenance and roadworthiness.
  • Defect reporting and rectification.
  • Inspection planning and maintenance records.
  • Overloading and safe loading risks.
  • Compliance monitoring and remedial action.
  • DVSA enforcement and current industry issues.

You can use the learning to check your own systems and identify areas that need attention.

2.2 Passenger Transport Managers

The course is also suitable for Transport Managers responsible for buses, coaches or other passenger transport operations.

Passenger transport has its own operational challenges. You must still manage compliance effectively across drivers, vehicles, records and maintenance. You may also need to consider passenger safety, service planning and the specific requirements attached to passenger-carrying operations.

The course provides a useful opportunity to refresh the principles that apply to your role while considering the practical differences between road haulage and passenger transport.

3. What are your booking options?

You have two clear options.

Option 1: Transport Manager Refresher only

Choose this option if your main priority is to update your Transport Manager knowledge and obtain evidence of refresher training.

This option includes:

  • Two days of Transport Manager Refresher and Compliance Awareness training.
  • Coverage suitable for road haulage and passenger transport Transport Managers.
  • A course completion record for your CPD file.
  • Practical discussion of current compliance responsibilities.

Option 2: Transport Manager Refresher plus Driver CPC

Choose this option if you also need to build your Driver CPC hours.

You can add up to 14 hours of Driver CPC, normally delivered as up to seven hours per day across the two-day course.

This can be useful if you are:

  • A Transport Manager who also drives professionally.
  • An operator who needs to combine management training with driver development.
  • A business owner who wants to make better use of two training days.
  • A professional driver who needs additional approved periodic training.

It is important to understand that Transport Manager CPD and Driver CPC are separate requirements. The Transport Manager refresher supports your professional development as a Transport Manager. The optional Driver CPC element is recorded separately for eligible professional drivers.

4. How much does the course cost?

The two-day Transport Manager Refresher and Compliance Awareness course costs £350 plus VAT.

The optional Driver CPC add-on is charged per day:

  • £6.10 per day plus VAT for the CPC administration charge.
  • £8.75 per day with no VAT for the DVSA upload fee.

For two days, the cost breakdown is:

The Driver CPC add-on for both days is therefore £29.70 before VAT is applied to the VATable elements.

Using the standard 20% VAT rate, Option 2 comes to:

  • Course fee: £350.00
  • Driver CPC charges: £12.20
  • DVSA upload fees: £17.50
  • VAT on the course and Driver CPC charges: £72.44
  • Total: £452.14

The DVSA upload fee is charged at £8.75 per day and has no VAT. If you only want Driver CPC for one day, the CPC and upload charges can be adjusted accordingly. Please confirm your preferred option when booking.
