You know the type.
They passed their Transport Manager CPC years ago. They run a tidy operation. Vehicles go out on time. Drivers know the routines. Do I need a transport Manager Refresher? There has never been a prohibition, a serious complaint or an uncomfortable letter from the Office of the Traffic Commissioner.
So when someone mentions a Transport Manager Refresher, they say:
“I passed years ago. I’m fine.”
And, to be fair, they may well be doing an excellent job.
The problem is that transport rules do not sit still and admire your experience. They shuffle themselves around while you are dealing with vehicle defects, driver holidays, maintenance planners and the eternal mystery of where the missing paperwork has gone.
Your Transport Manager CPC certificate does not routinely expire. Under the current SEG Awards qualification arrangement, it is a lifetime award.
But your knowledge still needs to keep pace.
1. Does a Transport Manager CPC expire?
No.
There is no routine five-year renewal cycle for the Transport Manager CPC certificate. The five-year reference you may have heard relates to whether you have been specified as a Transport Manager on an operator’s licence during that period. It does not mean that your CPC certificate expires every five years.
This distinction matters.
A certificate can last a lifetime while the rules covered by that certificate continue to change. Your qualification remains evidence that you passed the required examination. A refresher course is not a forced renewal of that certificate.
It is practical evidence that your knowledge remains current.
That is why Transport Manager CPC Refresher training is worth considering even when your certificate is still perfectly valid.
2. When might CPD evidence be expected?
The Senior Traffic Commissioner’s Statutory Document 3: Transport Managers identifies circumstances where you should expect to provide evidence of continuing professional development, or CPD.
CPD means learning activities that help you maintain and improve your professional knowledge.
The guidance states:
“The Senior Traffic Commissioner has identified the following instances when a transport manager should expect to provide evidence of their capacity to meet the statutory duty through continuing professional development…”
That means the question is not simply, “Have you got a certificate?”
It is also, “Can you demonstrate that you are still capable of exercising continuous and effective management?”
2.1 The five situations
| Situation | Why CPD evidence may be expected |
|---|---|
| 1. Initial application after five years away | You have not been specified as a Transport Manager on a licence within the previous five years. |
| 2. Initial application with an older qualification | Your Transport Manager qualification is more than 10 years old. |
| 3. Applying for additional licences or reduced hours | You are proposing to manage more than one licence, or your proposed hours are below the usual starting point. |
| 4. Renewing an operator’s licence | The Traffic Commissioner may want evidence that your knowledge remains current. |
| 5. Public Inquiry | You may need to show that you have exercised continuous and effective management. |
The five-year point is therefore about evidence and professional activity. It is not a certificate expiry date.
Don’t shoot the messenger. We are only explaining what the guidance says.
3. What does Statutory Document 3 suggest if your CPD is out of date?
The guidance is clear that CPD can take different forms. This can include workshops, conferences, e-learning and professional events.
However, where it has been some time since you undertook CPD, the starting point for evidence is:
“the completion of a 2 day transport manager CPC refresher course”
This is why a Transport Manager Refresher is a sensible route if:
- You have been away from the role for several years.
- Your CPC qualification is more than 10 years old.
- You are preparing an operator licence application.
- You are applying for another licence or changing your declared hours.
- You are preparing for a Public Inquiry.
- You simply want to test whether your systems would stand up to scrutiny.
The course is not a legal “renewal”. It is evidence of recent Compliance Training and a practical way to bring your knowledge back up to date.
4. What changed while you were busy running transport?
Anyone who qualified five or more years ago learned a version of the rules that no longer exists in several important areas.
That is not a criticism. It is just how transport legislation behaves.
4.1 What you qualified with versus what is in force now
| What you may remember | What you need to understand now |
|---|---|
| A single Driver CPC route | Since December 2024, drivers choose between the National and International Driver CPC routes. The routes have different session lengths and rules. |
| 28 days of tachograph records in every situation | Drivers on UK–EU international journeys must be able to produce 56 days of tachograph data. Domestic work remains at 28 days. |
| Earlier generations of tachographs | Smart Tachograph 2 requirements have rolled out for new vehicles and relevant international operations. |
| Older DVSA inspection wording | The HGV and PSV inspection manuals were revised from 1 April 2026, including wording on dangerous defects and conditions, tachograph seals and printouts, speed limiter wording and tyre markings. |
| The familiar treatment of heavier electric vans | Zero-emission goods vehicles above 3.5 tonnes and up to 4.25 tonnes in Great Britain moved into different testing and drivers’ hours arrangements from June 2026. |
| ADR 2025 arrangements | ADR 2027 comes into force on 1 January 2027. Remote delivery of ADR driver training theory is authorised only until 31 December 2026. |
A quick note on electric vehicles: you may hear the change described as applying to vehicles up to 4,500 kg. The current official threshold for the Great Britain change is 3,501 kg to 4,250 kg. The difference matters when you are checking whether a vehicle falls within the new arrangements.
5. Why should a Transport Manager care about Driver CPC changes?
You may not be delivering Driver CPC training yourself. You may be managing the drivers who attend it.
That still makes it your problem if the wrong training route is selected.
For professional driving in the UK and Europe, drivers need the International Driver CPC route. UK-only drivers have more flexibility, but the National and International routes are not interchangeable in every situation.
A Transport Manager should be asking:
- Where does this driver operate?
- Is the driver working internationally?
- Are the selected courses approved for the correct route?
- Are the sessions long enough?
- Is the Driver CPC record accurate?
The official guidance confirms that drivers must complete 35 hours of periodic training every five years. It also explains the distinction between National and International training.
This is a good example of why Transport Manager Refresher training is not about sitting in a classroom while someone reads old notes aloud. It is about checking what your operation actually does today.
6. What will an auditor ask you?
A useful refresher should make you think like the person reviewing your systems.
At Open Road Training, our refresher days are built around DVSA expectations and the questions an auditor will actually ask.
For example:
- Can you show how vehicle safety inspections are planned?
- How do you know defects are repaired before a vehicle returns to service?
- How often are driver licences checked?
- How do you monitor Driver CPC status?
- Are tachograph downloads completed on time?
- Can you explain how international records are managed over 56 days?
- How do you identify repeated drivers’ hours infringements?
- What action follows a prohibition or annual test failure?
- Do you have evidence that delegated tasks are being checked?
- Can you show that you have enough time and authority to manage effectively?
That is more useful than two days of death by PowerPoint. Nobody wants to be trapped in a room while a slide slowly explains the history of a filing cabinet.

7. Is the course suitable for passenger transport as well as haulage?
Yes.
Our two-day Transport Manager CPC Refresher and Compliance Awareness course is suitable for both:
- Road haulage operators.
- Passenger transport operators, including bus and coach businesses.
The principles are similar, but the operational details can differ. A coach operator will face different questions around passenger services, vehicles and scheduling. A haulage operator may focus more heavily on loading, international work and goods movements.
Your CPC needs to be appropriate to the type of operation you manage. Your refresher should also reflect that operation.

9. Summary: is your knowledge still current?
Your Transport Manager CPC certificate may last a lifetime.
That does not mean the knowledge behind your role can be placed in a drawer and forgotten.
The Traffic Commissioner’s guidance identifies five situations where CPD evidence may be expected. The rules around Driver CPC, tachographs, Smart Tachograph 2, vehicle testing, zero-emission vehicles and ADR are moving targets.
A Transport Manager Refresher gives you a practical opportunity to check your understanding, update your systems and demonstrate recent professional development.
If you manage goods or passenger transport, ask yourself one question:
If an auditor asked me to explain our compliance system tomorrow, would I be completely comfortable with my answer?
If the answer is “probably”, it may be time to move from probably to definitely.
